The University of Hong Kong would thus occupy a position in thi scheme similar to that of the Tsing Hua College which was foût, when the Americans remitted there share of the Boxer Indemnity in 1908.
There is no other British institution of university rank in China and the Chinese universities referred to by Dr Morse in the memorandum sent to the Foreign Office by the China Association can not be put in the same class as the Hong Kong University. The details however of such a scheme can be discussed once the principle is admitted. The immediate necessity is the recognition by the Government of the importance of an educational policy in China and also the recognition of the fact that the Chinese are anxious that the Boxer Indemnity should be used for this purpose.
